6613312:Got Unsupported Upgrade Path error in sbs upgrade from 9.1 EE to 9.1EE UR1 in cli mode

A variety of special case checks were added to handle as9.1 -> as91.ur1 upgrades.
No distinction can be made between 9.1 and ur1 programmatically so side-by-side
upgrades of the same version is allowed in this case.  The tool previously did
not allow this.  Some changes were required in the xml translation components to
support 9.1 -> 9.1.x upgrades.  No action is required for in-place upgrades; a
message is provided and the tool exits.
